I n a notification dated January 20, 1998 the Competent Authority in the Ministry of Environment & Forests has approved the constitution of a Steering Committee to fix the framework and milestones for a carrying capacity study on Lakshadweep Islands and closely monitor the progress of the study to ensure its quality.
The Steering Committee will comprise of the following:
1. Professor KC Sivaramakrishnan, Research Professor, Centre for Policy Research Chairman Dharma Marg , Chanakya Puri, New Delhi - 110 021 2. Professor M Ravindran, Executive Director National Institute of Ocean Technology Member IC & SR Building, Indian Institute of Technology Campus, Madras - 600 036 3. Shri R H Khwaja, Joint Secretary, Ministry of Environment & Forests Member Secretary Paryavaran Bhavan, CGO Complex, Lodhi Road, New Delhi - 110 003
The following will be the terms of reference of the Steering Committee :
1. Finalise in consultation with the Centre for Earth Science Studies on the parameters for the study, keeping in view the data already available from various quarters and taking into account the priorities of the island. 2. Draw up the framework for the carrying capacity study which may include development strategies for the islands based on the resources and ecological status. 3. Identify the islands for which the carrying capacity study would be required to be done. 4. Ensure that the study of Tinnakara Island is taken up first and completed within three months. 5. Monitor closely the progress of the study to ensure its quality.
The committee may coopt or invite experts, if felt necessary, for discussion on specific issues with the approval of this Ministry.
The Committee may meet in New Delhi or at any other place and undertake site visits, if considered necesssary.
The tenure of the Committee is for a period of one year from the date of issue of this order.
The TA/DA expenditure incurred by the non-official members for attending the meeting/site visit will also be borne by the Ministry as per rules.
